Affordable Care Act implementation has brought sweeping changes
to health care delivery in our state with significant
implications for our work in behavioral health. The
Governor’s May Revision to the proposed Fiscal Year 2014-15
budget estimated Medi‐Cal enrollment to rise from 7.9 million
before implementation to 11.5 million in 2014‐15 with 30 percent
of the state’s population soon to be served by the program.
With implementation sure to bring significant fiscal and
administrative implications to counties, the May 2014 institute
was well-timed to serve as a forum to share county behavioral
health experiences – successes as well as challenges.
As the sixth in our series of institutes, this session also
provided opportunities for counties to share how they have
applied the strategies presented in prior trainings.
